You must use eight Sunstones to raise Volcano Island. Go to the island and enter the mine. A few days after that walk from Verdure Island to Sprout Island and you will get a scene that unlocks Will.

first you raise volcano island and either the next day or 2nd or3rd you walk from either ranch island to verdure island or walk from verdure island to sprout island then it will show a prince and a horse or some thing like that.
