You get it in the mushroom forest, but if you go to bowser castle lvl 3 and jump on top of the wall to the left, there will be a secret pipe that will lead to another lvl. You cant see it at first, so youll have to take a running jump to the left. Go down the pipe, beat the secret lvl, and a lvl called the "Power-up Pipe" will appear to give you access to wings or fire at any time.
