Budgies are not very personable birds, and do not finger train (sit on your finger) very well. Meal feeding may help the bird become more familiar with its owner, but budgies tend to be less personable.

(Make sure you have its wingsclipped, because it may fly away when it's starting out this trick) You get the stick and put it about an inch where its feet are, then push the stick against the cockatiel slowly. Take some type of perch, and have your budgie sit on it but placing it slightly above his or her feet and lightly press against its stomach. It will hop on to the perch. Then put the bird back down and do this again and again, but each time move you hand a little closer on the perch to the bird. In the end you hand should be grabbing the perch with your pointer finger sticking out on to of the perch where the bird with sit on. Once the bird has stepped on again, slowly remove the perch and the bird will be sitting on your finger! I also had trouble with getting my budgie out of the cage, so I had to slowly move my hand to the door and just leave him there to get comfortable about the doorway. Also I tried putting him on my finger and pulling him out fast so he wouldn't be able to fly back onto the perches in his cage. Once it is out have it get used to the room don't move the cage to a different room because your budgie must be used to its surroundings. Then when your budgie is finally sitting on your finger out of the cage and is used to you holding it, you can teach it how to sit on your shoulder! :)
