The castle is on a DLC
The DLC is the fighters DLC...
when you buy the DLC you should get a little pop up saying about a castle under attack by maurauders and will give the deed of the castle to whoever saves them...
this then becomes a quest and you can go kill the maurauders and claim the castle as your own...

It's impossible to get to Castle Oblivion in KH2, but it does appear in a flashback during the beginning of the game while you play as Roxas.
Castle Oblivion originated in Kingdom Hearts Birth by Sleep after Ventus feel into a comatose state. Aqua created Casltle Oblivion to have a place to keep Ventus safe. Castle Oblivion is also used as a headquarters for Organization XIII. In Chain of Memories, Sora, Donald, Goofy, and Jiminy Cricket search the Castle hoping to find Riku and the King, but end up losing their memories and having to fight the Organization instead. They are then contained in sleeping capsules in the castle until their memories return.

The Olympus Coliseum is a world that is eventually unlocked through progression of the storyline. In Kingdom Hearts, it is located in between Traverse Town and Deep Jungle. In Kingdom Hearts II, Olympus Coliseum is located right next to the Land of Dragons.
In Chain of Memories, the trio only go through Castle Oblivion and that big grass field in the beginning of the game when they are looking for King Mickey and Riku.

Before entering Castle Oblivion, a mysterious hooded figure tells him that in Castle Oblivion "To find is to lose and to lose is to find". What he meant is that Sora will be losing memories while gaining fake ones created by a witch named Namine. While in Castle Oblivion, Namine is slowly taking away Sora's memories and adding fake ones. Hence the title "Chain of Memories". Marluxia commands Namine to erase Sora's other memories so that that he can harness the power of the keyblade master, controlling him like a puppet. While in Castle oblivion, Sora goes through fake worlds in the form of cards created by Sora's memories. Every time that he progresses through a world, he goes up one floor in Castle Oblivion; losing more and more memories each time. Marluxia's plan fails when Sora learns of Namine's actions and defeats Marluxia and the rest of the above-ground members of the Organization.
