Well if you are talking about fish you have in a fish tank I would say get a lid for the tank. I had a cat once that liked to go fishing in my fish-tank (which I called cat TV/ He loved watching them for hours!). He would stick 1 claw in amazingly enough and would flip the fish right out of the tank! I had to go and buy a cover for the tank for obvious reasons.
Now if you are perhaps talking about fish you are preparing in some way such as cleaning, filleting, steak'ing, scaling, cooking, or possibly fish your eating for dinner I would suggest getting a squirt gun or spray bottle of water and giving them a quick squirt when they are bothering you! That should deter them rather quickly.
