I would invest in a bark collar. These collars emit a smell, noise, or shock that startles the animal. These do not hurt the animal in any way, but they are annoying. When a dog barks, they are immediately emitted so the dog will learn soon the barking is bad.
OK it takes practice when its time to eat send your cat to a room shut the door and eat when your done eating take the cat out of the room and just have a snack if she begs but her back in the room take her out and if you eat again and she doesn't do any thing then don't send her in the room
Sternly say no or ignore him if he tries to give you the puppy dog eyes or acts like he wants a tummy rub. Even if he lookes sad or pouts like a 3 year old the first time he doesn't get what he wants

Stop feeding him when he begs. He will get the message, though he might try another tactic to get what he wants. Still, he is a puppy and he will mature out of this behavior in time.
