You can't force anything on anyone, especially not on addicts. Most of them, if not all of them, do not cave in on pressure from other parties and when you give a hard time they end up lying to you as well.
The only thing you can do is make sure they are well informed regarding the consequences and present them advantages which quitting the respective addiction will bring.
You should also provide tolerance if you can't make it as far as acceptance, so just you know they will always be honest about it when it comes to you.
The rest is up to them and how much they will fear the side effects of their addiction or how appealing the advantages of stopping will be to them.
