There is no "DOS mode" for a hard drive, and it is not necessary to use DOS to format a hard drive. Vista's installer had a built-in partitioner and formatter.
You can try copying the DVD or CD content onto your hard drive and then try to install the Sims Theme Park from there.

If your 10GB hard disk is not detected, you dont need to change any bios mode. The motherboard will have problem detecting the hard drive. Search for your bios updates to get your hard drive detected.
CHS mode, ECHS mode, and LBA(Logical Block Addressing) mode also known as limitation mode. these mode are use by the bios to figure the hard drive space.
You will need to change your BIOS settings so that the hard drive is run in "Legacy" or "IDE emulation mode."
