This is called the "Bonding Bar". In order to get the bonding bar to rise, and start building toward your Bonding Badge, you must tend to your pets at least every 36 hours. You may tend to your pets every 18 hours from the last time you bonded with them. From that point, you have another 18 hours in which to bond with your pets, before you break your bond. This gives you a total of 36 hours in which to bond with your pets.
