Well, first you should show them you can take care of a pet by taking care of the plants for a while and once you prove to them you can take care of a pet, you may want to start with something small, like a fish, gerbil, or hamster. Then once that goes well, you may be able to convince your parents to get you a cat or a dog. But remember, it's your job and responsibility to take care of the animal. Once you get it, unlike the plants, you have to clean anything that got dirty because of them, you may have to walk them, and you have to feed them every day and make sure they have water. It is your job not your parents' job.
So don't expect them to help you take care of the animals. And remember, start small. If you can't take care of a gerbil, you can't take care of a dog or a cat until you can take care of that gerbil properly and all on your own.
