You can't, in order to have people treat you well and be nice to you, they have to respect you and like you. If tyou treat people unfairly and are cruel to them they will not respect and therefor not care about you. Basically you have to be kind to your sister and maybe she will be kind to you in return. If she continues to be rude and unpleasant in spite of you being nice there isn't a whole lot you can do except maybe have you parents talk to her.
