to get your skill up in Halo 3 is harder now days than it was when halo 3 originally was released, people are now better and smarter and it is very difficult for a new player to get his skill up, me (being the highest skill of 45) achieved this skill a while back when it was fair competition and there wasnt a load of people starting new accounts after already being the highest rank, but kid to make it anywhere your gunna need a team, and to overall answer your question your gunna need to win consecutivly to go up in skill. hope this helps :)
