Um..... Zigzaquaza isn't a Pokemon. I think your thinking of Zigzagoon, who isn't a legendary Pokemon, and Rayquaza who is a legendary Pokemon.

Where can you find latios in Ruby?
ok i think you need to finish the game.this will take a long time to find latios. the first time i caught latios was the right from mauville across the ocean. i haven't caught latios and maybe never will but you should have the pokedex so go to number 197 and press latios then press area. he will always flee from battle so get a master ball ultra balls don't work. every time you fly somewhere he goes somewhere else. i usually go to either pacifidlog town or mauville. he is on level 40. the youtube stuff of latios is fake. they just got lucky. before you find latios you might as well find rayquaza. the hacks of zigzaquaza evolving into rayquaza are fake.( finish game). try this on youtube where is rayquaza in Pokemon ruby then click the first video
