In order to get it in Pokemon black or white, you need to use the Pokemon relocator. You get it at Castelia city after 3 badges in the gamefreak building all the way north of the city in 11th floor. Talk to athe scientist looking guy. Type EVERYONE HAPPY,then type SIMPLE CONNECTION.
