I use white heavy duty paper towels. Take a very tiny piece, dampen it and place it on the wall over the dried snot. Let it sit 10 minutes. This should soften and loosen the material, so it can be carefully wiped away with a larger piece of damp pape rtowel. . Don't scrap at the hardened material, or you may damage the paint.
