You can't get them anymore. There was a time in farmville when the circus was in town and you could gift elephants to neighbors, but it is too late now.
There is another elephant you can get now from doing the tomato toss co-op.
I received a free elephant in each of the zoos I built.

But the REAL question is are they ACTUALLY gone forever? Just like the Alien Cows? forever-forever?
