It would be important to know which someone is, in order to give them the help that they need. Someone having a seizure and someone being drunk are two very different things. A medical professional will easily be able to know if someone is having a seizure. The characteristics of a seizure are different to general drunken behaviour. Also it will be very obvious that somebody is drunk, through things like the smell of drink coming off of them. So there is little chance of any confusion.

If you are the person who has had the seizure, some of the information can obviously only be got by someone who saw the seizure, so you will need to talk to them. If no one saw it, just record what you know. If you are recording details of another person's seizure, then you will need to get some information from them.
