Go to the Neighbor TAB at the top of the Farmville screen.
This should show the list of people who are your neighbors, and at the bottom are people you can invite to be your neighbor.
For anyone on this screen, you can click on their name to visit and look at their farm. Sometimes it even lets you do odd jobs their for coins (like raking leaves and scaring away crows).

You can't play farmville without a facebook profile. To play farmville you will have to create a profile on facebook. Once you have signed up you will then have to search for farmville on facebook or go to www.farmville.com and then login using your facebook profile.
