These are the Hm moves you need.

Fly, Surf, Rocksmash, Flash, Dive and Waterfall.

Fly to sootopalis and surf west then east a little and use dive. Then go out the door underwater, use dive and surf east. And then find a waterfall. Use waterfall and go through victory road.
