you have to beat a quest, which is locatied in the falidor park. Once you have completed the quest he will ask you if you want to switch your respond locations.

The Void Knight Outpost is located south of Falidor, in a town called Port Sarium. There is no cost to get there, go to the last ship on the dock. You should see a Squire, talk to him and he will take you on a boat to the Void Knight Outpost.
