First, you need to have beat the Elite Four. (the Johto one.) Then, you will be granted access to Kanto; Kanto is what is on the other side of the gate that is blocked by the man! Okay, so after you get into Kanto, you basically travel around Kanto like you would in Red or Blue. I am not sure if you need to go through Rock Tunnel to get to Lavender Town. You may be able to come through from Fuschia, if you can get there.
