You have to craft a hoe, and then you click, (or in my case, tap) on some grass, and repeat that until you have as much wheat seeds as you want. Then, go someplace here you want to plant your wheat, hoe it, and click (or tap) there. Then wait a while, and wheat will grow! P.S. It will grow faster with water nearby.
To get cows to follow you in Minecraft PE you need to have wheat in your hand.
