It really depends on the extent of the damage. You have to keep in mind that a floppy disk is a magnetic media, and hence the data stored on it is extremely vunerable. My general opinion is that you probably wouldn't be able to repair a physical damage, and hence, you'd end up losing all the data that's on it. Sometimes, if the damage is minimal you may be able to retrieve some data by using file-undeleting/retrieving software. But, this again is a matter of luck.
There is no established method for cleaning a floppy disk, since the components are too delicate to withstand most forms of cleaning. Floppy disks are usually thought of as "disposable", so if the disk does not work when you first attempt to write to it, you should throw it a way and try a new one.
You can, however, clean a floppy drive. They make special floppies whose sole purpose is to clean a floppy drive, much like the head cleaner of a VCR. Due to the obsolescence of the floppy drive, the cleaners may be harder to find, and it may be better to purchase a new floppy drive instead.
Floppy Disks or Diskettes are infamous for being fragile. I corrupted one by ejecting it out of the drive before the magnetic drive thing stopped spinning (apparently). I would suggest keeping it away from any magnetic sources, direct sunlight, major heat sources and make sure not to touch the disk itself. Also keep it away from moisture and condensation. NO I'M NOT JOKING THEY ARE THAT VULNERABLE

There are free ones but be careful of virus and spyware, I had messed up my computer because of freeware many times, so I look for cheap and good one instead.
