If you don't want to see this take place speak with the girls father and express your desire that it not happen again. You may wish to speak with an attorney regarding this and/or, if this is a custody or visitiation issue, amending the court order to include this proviso.
That being said, at their age, IMO, I don't believe that you have any actionable reason to report it to the authorities.
