You would first have to mark the location of the holes in the brackets on the concrete wall, then pre-drill with the appropriate sized masonry bit. The bit is sometimes included in the packaging. If not, ask for assistance in purchasing the correct bit. Once the hole is drilled in the concrete, you can run the screw directly into the concrete with a Phillips or hex bit that you put in your drill.
