In most states as long as one party of the conversation, which could be the one doing the recording, has knowledge that they are being recorded, recording a phone conversation is legal.
So no one can eavesdrop on on the conversation on a different phone when they are on hold.

A voice call on your cell phone is when someone calls your phone, you answer it, and you have a vocal conversation with that person. I know, phones are rarely used for this purpose these days. Everyone likes to use them for texting and going on FaceBook, but yes ... phone calls are still relevant for these devices ;)
