Two (technically 3) legal ways: You can get a female sim and a male sims' relationship up and have them "Try for Baby" together in a bed, hot tub, or clothing booth. (If you hear a lullaby, you were successful.) You can also have a male sim get abducted by aliens and he will come back pregnant. Then, of course, you can adopt using the phone. The illegal way uses the VERY DANGEROUS cheat:

Buy a double bed, then make your married sims (man & woman)"relax" in the bed together, then click the options. When you do that there will be an option called "try for baby", choose that one. There is a possibility that you won't be successful on the first try, however, if you keep trying, your sim will become pregnant, (most likely on the second, third, or fourth try). You'll know if your female sim is pregnant because there will be a soft lullaby in the background after your sims are finished.

Have a man and woman Sim woohoo on a bed or whatever. There should be an option of TRY FOR BABY and after it's done a little music thing should show that she is pregnant.
