You have to get a lot-lot-lot of Pokèballs and practice catching rarities in Kanto and Johto. Trying going to the Battle Frontier or the Safari Zone to catch some Pokèmon. Then when you've got the hang of it and gotten yourself bored then start doing it for real - don't use this on Legenderies since it might not work and I just mean might - until you think you are good enough, save your data and use it on a legendary Pokèmon and see if it works... (P.S. When you throw Pokèballs at Pokèmon lower their Health Points a bit)
...and if you want to know how to catch them easily, use a Pokèball and when it opens with the light coming out of it press 'A' rapidly until it bounces on the ground. Then it may wobble a couple of times and maybe even capture! It doesn't work on Pokèmon under level 3 or over level 42.
It might work if you're lucky.

No, but it does help if you know that Ultra Balls are twice as likely to catch a Pokemon than a pokeball.
