Swim out from the left and stand on the sunken statue. The other end will come up, revealing a Mallet. Push the old man to the right, next to the first barrel. Use the mallet to strike the giant gong and fish will jump from the water. The one the old man catches has the map piece in its mouth.

At Dragon Cove island, the old man will help you get the Map Piece. Climb onto the floating statue and you will reveal a Mallet. Push the old man to the right, past the giant Bell Gong to around the first barrel. Then strike the Bell Gong with the mallet. This will scare the fish from the water and he will catch one, and the Map Piece is in its mouth.
