It depends on which toolbar you are talking about. The Windows Start Menu can be hidden by grabbing the top edge with the mouse and dragging it down. It will then reappear when the mouse is in range. Other toolbars will be a function of the particular application, which you did not specify. If you meant something else, please restate the question, giving more details.
