Hold the L button to place the item behind you, and hold down on the D-Pad as you fire the item. It's a pretty good strategy to block items coming towards you, or to hit opponents that are behind you.
All you do is press the down arrow to throw backwards and the forward arrow to throw forwards.

An item box is a floating box with a ? inside it. They are very common in the Grand Prix, VS and Battle modes. When you drive through one, you get a randomly selected item depending on your position relative to the other players. Each character can only hold one item, and must use it or drop it before he or she can get another item. In Mario Kart Double Dash, the character on the back of the kart will take single item boxes. Dual item boxes will give both characters an item. Watch out for fake item boxes, which appear red and have a backward ? mark (stationary with no ? mark in Mario Kart 64).

You can't really get a lot of the Bullet bills in Mario Kart, even if you are at the back end of the race, but if you want them, you'll generally have to be in the last 4 places.
"Snaking" is the unofficial name for power-sliding back and forth along a straight track to go faster than usual. You can't do this in Mario Kart Wii, though.
It all depends on your prefrence. Single player-wise, I prefer Mario Kart Wii, cause it takes a lot more skill. Esp on Bikes, since you have the wheelies, and watching out for other characters about to run into you. I like Mario Kart Double Dash better as multi-player. You can have 4 players playing in a grand prix, and still unlock stuff. And when you have younger players, they don't get as upset, when you can have someone with a lot more experience drive. So they're not way back in the race. But it all depends on what you like.
You can use a Homebrew hack to teleport back on the course.
