Icing someone means taking their health below 20, so they cannot be attacked any further until they recover. Whacking/killing is when you take their health to 0, which happens when your attack happens to exceed their remaining points or you are acting on a posted hit. The way fighting is structured now, you just attack anything and everything that is not grayed out and sooner or later you will ice someone (good for special missions). Even with higher attack numbers, you are rolling the dice on being the one whose attack takes them under 20 health, so just keep attacking the attack list.
