You can't get gif files to work with Windows Live Movie Maker 2011. They only work with earlier versions because you need to extend the gif on the timeline in order for it to be active and that can't be done in the newest version of the program.
You can do it with 2.6 though. I know that for sure!

I'm not exactly sure what you mean by 'moving photobucket pics'. If you mean GIF animations, then all you need to do is import them into Windows Movie Maker. Drag the animation down into the Time-line and extend it (drag it to the right). The animation only works after you drag it out on the time-line.
