EGRs decreased fuel mileage, SCR/DPF/DEF decreases fuel mileage, 2007 introduced Ultra Low Sulphur Diesel - which is a less efficient fuel than the previous low sulphur diese - all in the name of emissions.

There are many products on the market who's purpose is to improve gas mileage in diesel vehicles. One simple, and less costly example being Fuel Additives .(a list of products is available here, through Power Service, Fuel Additives http://www.powerservice.com/) Other solutions include upgrading the truck's exhaust systems, and upgrading and regularly cleaning the truck's air filters.
Probably the best way to get better fuel mileage would be to get a tuner for it.
