Ask better questions... you can't change what people ask =P
New users can't improve a question on WikiAnswers. After they have made 100 contributions, they can edit questions.

If the ability to improve an answer isn't there, it might just be that individual question and not all questions in general. If the question is protected or restricted in another way, the option to answer might not be available for that question, but should be available for other questions.

The "Improve" button appears next to answered questions for individuals who have made at least 100 contributions. At the same time, the "Improve question" link also appears in the left sidebar.
