Quite simply, time. Just take your time when scrolling that bar and observe how this affects you character's look and you will be able to "fine tune" it to you tastes. I sometimes take 1-2 hours making my character XD
Character creation in the new elder scrolls is a big step up from oblivion. Each race has been more virtually defined in which the detail and the uniqueness of each race has been greatly increased. In skyrim, at the beginning you are a prisoner like the elder scrolls previoulsy but the scene in which you will be editing your character will be in daylight in the middle of a small town.

Honestly, they judging on the patter, they have ALWAYS improved on character creation. Bethesda always brings the next game to the next level, and if we are astonished by Skyrim, we will be even more astonished by TES VI, and the next after that, so on and so forth! TES Rules!
