There are a few ways to improve the volumetric efficiency in the engines of cars. You can increase the volume of the cylinder and the compression compression ratio in the engine by increasing the stroke and bore of the cylinder, allowing a greater static volume of air into the cylinder. You can also tune the engines timing timing to allow something called scavenging to happen. Scavenging is when air continues to rush into the cylinder even when the piston has stopped moving down because the air has momentum (equivalent to feeling a gust of air when you open a door up really fast) and that creates a positive pressure in the cylinder and thus greater air/fuel ratio and better efficiency. Then there are the charging components like turbochargers and superchargers. They act as air compressors on the engine to dramatically increase the intake air pressure going into the cylinder. When that pressurized air enters the cylinder, it makes a larger explosion because there is an increased air to fuel ratio.
