Well you really cant, its set by the computer, using information from all of the sensors. If it does in fact have to high an idle speed you need to find out what is causing it, most likely a bad sensor of some sort.
Idle is computer controlled with an airflow control stepper motor on the throttle body. It is not adjustable.

Look on the left side of a 93 Grand Cherokee. It will be the front one.
Will bolt up, but will not shift. The 1998 is controlled differently by the computer.
If they are Cherokee's then yes. Grand Cherokee no.
did you check the speedometer gear in the tranny?
