F2P:Air Runes. When you can, do Body Runes. They give the most XP in F2P. FoG Gauntlets are recommended if you're runecrafting one of the ones the Gauntlets offer.
P2P:Nature Crafting via the Abyss. Large piles of cash, and XP. Most efficient way to get 99.
57 Summoning required: Get a Spirit Graahk and use it to teleport you to the Nature Altar. It will teleport to an area rather close to the altar. Just walk to it and enter. Now, use a Ring of Duelling and teleport to Castle Wars. Bank there and repeat.
Items Recommended:
Boots of Lightness
Agile Clothing
And any other weight reducing items.
