You cannot install programming languages (or natural languages, either) on your computer. You can install compilers for programming languages, though.

You don't "install" C, C is a language. You create your program in either an IDE(ex. Kdevelop, Dev C++, MS Visual Studio) or a simple text editor, compile it with a C compiler (ex. GNU's gcc), and then run the compiled binary file.
No there are tons of computer languages HTML actual isn't a computer language at all but a website language and a low one at that. Learn javascript next then move on to languages like C# and C++.
