Noise filters are generally a kit that comes with instructions.
In general: There are three to five wires.
They are power in from source, power out to component (radio in your case ) Ground or Grounds depending on the kit, and ocasionally you have to wire the power in or the power up to a second wire.
Find the return line to the tank. This is the line you will want to install the filter in, as it has no or very little pressure.

try plugging in your radio in a different wall plug. you might be sharing the same circuit causing noise in the line.
I believe that this filter is a perminant part of the fuel pump. You can install a 2nd in line if you want but there is no need
The following is a step by step procedure of changing a fuel filter on a 1985 blazer:1. Pop the hood. Locate the fuel line running into the side of the carburetor. Hold one wrench on the fuel filter canister and another on the fuel line, then disconnect the fuel line from the canister. 2. Remove the fuel filter canister from the carburetor, making sure the spring and ball that make up the check valve doesn't fall out of the carburetor. Discard the old filter. 3. Install a replacement filter into the filter canister, then install the assembly into the carburetor. Install the fuel line onto the canister using a pair of open-end wrenches.
The filter is inside the case. It is not serviceable unless you do a overhaul. You should change your fluid every 30,000 miles and install a in line filter right away to save your transmission. In line filters are around $15-$30 and should only take an hour to install. That's what I did to mine.

The Fuel Filter is under the car behind the driver, in the rear of the car. It is not that hard to replace. Before you attempt to do it yourself, make sure that the line that connects to the fron of the filter (the one with the nut on it) is not severly rusted. If you break that line you have to replace it.
