You don't need to install it.
Take the Action Replay, insert the game card you are going to play into the slot at the top of the Action Replay. Then when you put in the Action Replay in the DS Card Slot and play the game, you will see a codes screen.
From this screen, select the game and codes you would like to turn on or input and then play the game. The cheats will then be activated.
Warning: Do not put on too many cheats. It may cause the game to glitch or cheat. The game or your DS could get hacked or damaged from some codes or the Action Replay itself. Use at your own risk.
