Android apps install to the internal storage by default, but you can also set the SD card as your default install location in the settings.
If you want to modify the location of an applications go to: settings > applications > the applications you want to modify > click on "move to SD card".

If your main purpose is to just move apps to the external SD card, you don't necessarily have to root your phone. There are apps out there that can move files to the SD without requiring root priviledges...AppMgr III/App 2 SD is an example.

The best thing to do is to go into your app settings. Move all the apps on your sd card onto your phone. Take out the SD card. and then you'll be good to go. If your phone doesn't have a lot storage (which you can check in your settings) then try buying a new sd card. If that doesn't work, try resetting your phone. all your apps will be saved with your google account so you can go to your pc/mac go to the play store and then you can wirelessly install your apps. If that doesn't take it to Best Buy or a Carrier.
