Your problem is more than you posted. Cut a hole in the ceiling or wall, and install a ductsto the return plenum and/or run it through the floor trusses or ceiling trusses but look at someway to remove air from the room in question and get it back the main air conditioner return heating ducts
It would give you future access to electrical, air ducts, and ease of installing insulation. Unless you're using a grid type drop ceiling, which is made to be suspended from the old ceiling.
There are lots of reasons this may be true. I suspect the biggest reason is that somewhere on that floor is the heating and cooling equipment, water heating, etc. and the ceiling height is necessary for that equipment. If this is true then you also have the bulk of your ducts, water pipes, etc. in the ceiling of the ground floor and these are often run between an artificial drop ceiling and the actual structural ceiling.

What is above your ceiling. Chances are it is a leaking pipe (probably a waste pipe-ick) or condensation from around your air ducts. Is this a house? Leaking on 1st level or a basement? Is it a "drop" ceiling?
