Sadly, since there is no File Sharing system in place for the Fallout 3 game, you cannot download them on the Xbox 360. But if you have Xplorer and Xasta, then you can download XBox 360 oriented (Meant for the XBox 360 and not pc) and port them into a saved game file.

∙ 13y agoSome of the smaller mods are freely downloadable, but to take advantage of a massive archive of Falolut 3 and Oblivion mods and utilities, simply create an account. It's free and you won't be spammed, I've been a member and contributor for years.

Yes, you can mod Fallout 3 and lucky it's not to complicated. Simply download Xplorer360 or (what I recommend) Xport 360. You also need to find a Fallout 3 save editor, or the G.E.C.K. modded for use on the 360. Once you have everything you need (including some sort of transfer cable, of course) you just follow the instructions, and enjoy your mods. Also there is an EXTREMELY small chance you will get caught, because if you do it right they will never be able to detect the mods.
