You will shutdown the computer, and make sure that it is unplugged. Remove the sides of your case to reveal the guts. Plug in your new hardware, make sure it's fit snug and you have all mounting screws in, replace the sides of case and power on the machine. If you have a drivers CD that came with the new piece of hardware, insert into CD-ROM drive and install them.
Cut the computer off. Install the hardware. Cut it back on. Windows will see it and install it for you or ask for the disk that came with the hardware.

Under normal circumstances, this should appear only when you are installing a new piece of hardware. The wizard itself explains how it will help you. You should have available the driver software for the hardware you are trying to install.
Just follow the directions that come with the hardware. Every piece of hardware I have added in the last 20 years had instructions on how to install the hardware. Be sure to read them COMPLETELy before starting to install anything. This ASSUMES the person has the documentation.
