If you mean the prologue , you should already have your skills and there should be an arrow that you tap to change the skill in the slot.
The full version is a different story. You have to go to your bag, then your weapon, then look for the option "SET" under the picture of the weapon on the right hand side. It's above "FIX" and "BLD". Tap it, then select a skill that you wish to put in. Be warned, every weapon has a set number of skill slots. Once you put a skill in, you can't take it out. You would have to buy another skill and weapon to change it. To switch skills, swipe the skill slot left and tap your desired skill.
