If the wasps are dead, turn the main breaker off and vacuum them out using the long and narrow plastic drapery attachment. The most probable place of entry is through your entrance stack where the wires come into your house from the utility supply. If they are alive call an exterminator but make sure he knows how to shut the power off first. Ask them how they plan to do the job first before letting them into the panel.
