i have two of them, one female and one male. fighting fish don't need a filter but it wouldn't harm them if they did and should be kept in a small-ish tank. your fish will grow depending on the size of its home.if it doesnt have a filter then you should clean it around once a week but if you do have a filter around once a month. feed it 3-4 of their betta pellets twice a day.
