Usually pop-up blockers built into browsers will block them and only allow pop-ups from sites that you specifically instruct the blocker to allow pop-ups from.

Why do television shows sometimes have beeps in them?

Is your TV an old CRT TV (not a flat screen)? It has been my experience that the TV will tend to buzz louder as it nears the end of its usable life.
